Ever since the very first census conducted between 1865 and 1872 the Coorgs (Kodavas) were an independent and distinct ethnic group and were enumerated as such. They were never a part of the Hindu chatur varna (like the Brahmins, Kshatriyas, Vaishyas or Shudras). Also, the Hukumnama of Lingarajendra Wodeyar, Raja of Coorg, promulgated in 1811, does not bunch the Coorgs with any of the other castes. However, they got merged in the general all-inclusive and catch-all category of Hindus from the 1941 census. There has been no justification for including them under the Hindu rubric. The distinct identity that the Coorgs lost continues to be so even today. Hence the Coorgs are taking up the issue of losing their distinct identity and are striving for independent and separate enumeration in the forthcoming census.
